Services

Support for the whole approval picture

Bring me in for one filing, one site visit, or an ongoing compliance role.

Accreditation and reaccreditation

Hands-on help through the full cycle, from your first gap review to the response after your site visit.

  • Readiness review against accreditor standards
  • Self-study and self-evaluation report writing
  • Evidence repository and compliance calendar
  • Site visit preparation for staff and leadership
  • Written responses to visit findings

Approvals and substantive changes

New program approvals, changes of location, annual reporting, and other filings your accreditor requires. Tell me which agency you work with, and I'll say plainly whether I'm the right fit.

State authorization

Multistate distance-education reviews, physical-presence and exemption analysis, state inquiries, licensing filings, and renewals.

Veterans' education benefits

Institution and program approvals, returned applications, catalog revisions, compliance visits, and contracted School Certifying Official support.

Regulatory notices and corrective action

Enrollment holds, deficiency notices, and agency inquiries. I draft the narrative response, assemble the evidence, and fix the underlying documents.

Catalogs, policies, and disclosures

Catalog remediation, transfer-of-credit policies, enrollment agreements, and annual completion, placement, and licensure disclosures.

New programs and partnerships

Needs analyses, employer validation surveys, approval packages, degree-level changes, and regulatory due diligence on third-party agreements.

How accreditation support works

Support that starts well before the site visit

The earlier we start, the more time your team has to fix what the review turns up. If your visit is already close, I can join at any stage.

  1. Readiness review

We compare your policies, files, and outcomes data against the standards and rank the gaps by risk.

  2. Self-evaluation

I help your team write or strengthen the report, with each statement tied to evidence a reviewer can find.

  3. Visit preparation

We organize documents, sample student files, and prepare staff and leadership for team questions.

  4. After the visit

I help you answer any findings with corrective action and proof, then set up a calendar for the next cycle.

About

Franklin Ebalida, M.A.

Founder and Principal Consultant

I am a professional accreditation consultant with nearly ten years of experience in postsecondary education, and I know what accreditation asks of a small team. For more than four years I was the sole compliance officer at the Virtual Design and Construction Institute, an accredited online school, where I rose to Director of Education.

I also volunteer as an accreditation team evaluator, so I have read self-evaluations and evidence from the reviewer's side of the table as well as written them.

I founded Matulin Consulting in 2024 to give schools that same practical help: clear rules, realistic calendars, and steps your staff can carry out after I leave.
